A BMP has essentially no compression — a 1920 x 1080 image occupies around 6 MB regardless of what it contains. That was reasonable in 1990 and is indefensible now. Converting a photographic BMP to JPG routinely produces a file 95 percent smaller that looks the same. This is the single largest saving of any conversion on this site.
Old Windows software, scanner drivers, medical and industrial capture tools, and screenshots from legacy systems all still emit BMP. It is almost never the format anyone actually wants to keep — it is just what the machine wrote.
If the BMP is a screenshot, a diagram or anything with text and hard edges, convert to PNG instead. You still get most of the size saving and JPG's compression artefacts around text are avoided entirely.
